🚀 Major Changes & New Rules in 2026

This year’s notification introduces several “firsts” aimed at enhancing security and streamlining service allocation.

1. Mandatory Face Authentication

In a major digital upgrade, UPSC has introduced AI-based face authentication at examination venues. Candidates must now undergo mandatory facial recognition and frisking. To facilitate this, the commission strongly recommends using Aadhaar cards for seamless identity verification.

2. The “No Correction, No Withdrawal” Policy

Perhaps the most rigid change is the elimination of the correction window. Once you submit your application, no changes (clerical or substantive) are allowed. Additionally, the option to withdraw an application has been removed. Precision is now a non-negotiable part of your application process.

3. Restrictions on Serving Officers

To prevent “vacancy hoarding,” the 2026 rules are stricter for those already in service:

  • IAS & IFS Officers: Serving members of the Indian Administrative Service or Indian Foreign Service are barred from appearing in CSE 2026.
  • IPS Officers: Current IPS officers can appear but cannot opt for or be re-allocated the IPS.
  • One-Time Opportunity: Candidates from CSE 2025 or earlier are given a final chance in 2026 or 2027 to use remaining attempts without resigning.

4. New Application Architecture

The application is now a four-stage modular process anchored by a permanent Universal Registration Number (URN). You create your profile once, and it stays with you for all future UPSC attempts.
